USCIS updated its guidance on the International Entrepreneur Rule in its Policy Manual, effective immediately. The updates clarify the required triennial increase in investment, revenue, and other thresholds. The changes reflect the International Entrepreneur Program’s Fiscal Year 2025 Final Rule, which codifies the automatic adjustments of investment, award, grant, and revenue requirements.
Additionally, the guidance explains how biometrics appointments are arranged, particularly for applicants outside the U.S. or those opting to receive their parole documents at U.S. embassies or consulates, in coordination with the Department of State.
The revised investment and revenue thresholds took effect on October 1, 2024, and apply to all requests filed from that date onward. This guidance updates Volume 3 of the Policy Manual, and is effective immediately. For more information, see the Policy Alert.
